HELP - Placed Rag Over Exhaust - Is being sucked in and blown out - Is that normal?

Car: 89 Firebird Formula 305
Engine: v8 TBI 305 LB9
Transmission: Automatic
HELP - Placed Rag Over Exhaust - Is being sucked in and blown out - Is that normal?
I have been told that a good exhuast will ONLY blow OUT and if you wrap a rag around the end of the pipe, a clean bubble will show from the fumes traveling through the rag. However, if the bubble gets sucked in and blown out and sucked back in etc. that it could mean bad valves. I need to know asap if this is true i just bought this car,
