So researching the options for my other '86, the hardtop I just got and am going to fake the ZZ4 kit into, Hedman's 68481s are legal, but are $500. My plan is to start with Hedman 68470s for $170, then add Hedman's universal AIR tube kit 22830 for $90, and save roughly $240. Then if the inspector says anything, I just claim I don't have the sticker ( true ) but it's Cali Air Resources Board Exemption Order D-167-4.
Gets them the clean emissions they want, gets me the horsepower I want. Hedman still turns some profit. I can drill and weld for myself, at that price difference.

You shouldn't have an issue if you are adding/keeping the air injection.
Unlike California, replacement parts do not have to be state approved.
You just need to have all the equipment(AIR, EGR, EVAP, etc.) in place and functioning.
