how are some 50 states legal, and some arnt?? what the heck is the differance?

50 states legal means it's approved by the California Air Resources Board (C.A.R.B.).
If an aftermarket product is submitted to them for their approval and is found to have no ill effects on emissions they assign it an E.O number and it's considered legal for use in CA.
If it's legal in CA, then it's considered legal in all 50 states,since we have some of the most restrictive regulations.
Some parts are not "50 State Legal" just because they haven't been submitted for approval, as this isn't free!

Z28...i have seen "50 state legal" headers with out air tubes. they do make the SLP's without the AIR tubes,, and they are 50 state legal 
,,,trying to get thoes.. all the air tube does it help the cat out,, when all you need to do is make sure your cat is warmed up for the test.. that is if there is no visual like here... correct me if im wrong
