alright, i decided to make custom ground effects for my car and im wondering exactly how i go about this? what do i use? and where can i get these materials?i dont wanna hear that its a dumb idea, just toying with it.Also, this is also goinjg to be applied to my friends Buick Century, so he is the guniea pig.....any help would be appreciated.

'Course there are alternatives. You could make one out of aluminum if you have a tig welder or want to try welding aluminum with a MIG.
I suppose you could try to setup something in cardboard, or foam and then fiberglass over that.
Ede, you seem to be the resident metal expert, how much weight do you think would be added to a camaro if you removed the stock Camaro gfx and attempted to make them out of 20 gauge or so steel? The pros would be no more body lines if you welded it all together. Cons of course is weight and dents and/or lack of flex.
How 'bout aluminum?

I am also in the process of making my own set of ground effects for my camaro, for the front anyway. I know of two ways but since I haven't tried either yet, I can't say for sure which would be better.
Anyway, the way I started is with your basic 4x8 sheet of styrofoam insulation. I cut shapes out using a electric fish knife then glued them together with some old spray adhesive. To get more of the final shape I used a drywall sanding board...works great! That's as far as I have got but the next step would be to use kilz primer on it (so the resin doesn't eat the foam away), then just start fiberglassing.

You might also look at my post on the ground effects that I started.
Another way I've seen is to use wood to get the basic shape then stretch fleece over it and move on to resin and fiberglass, just like you would a fiberglass speaker enclousure. Of course you would remove the wood for weight reasons.
