Serpentine belt

How hard would it be to fabricated brackets and pulley's for a serpentine belt setup on a small block with no emissions? Could a guy with some common cutting tools and welding ability do it cheaper than buying a used set? They seem to be going for around $100 regularly on Ebay and most of the yards I've been to pull the engines altogether.

. Are are planning on fabricating pulleys? what are you intentions with a belt tensioner? I guess th eonly brackets you will need to make are for the alternator and PS pump. Do you plan on keeping A/C? March Pulleys make a ton of brakets and stuff for this stuff and if really want to make your own then how about buying the brackets off March and then just dublicate them at your home and then return the brackets back to March.
try this link to get you started on ideas:

Dont use the V belt water pump on a serpentine belt setup, it rotates backwards.
