have a peek between your rad and condensor... 20 years of debris can really choke things up
oh and ditch the open element air cleaner they really recycle ALOT of heat back into the engine.

what i did on my old rx7 was cut some slots in the front just behind the radiator and then put 2 small cowls about half way up and on either side of the motor. helped out quite a bit.
if you wanted to get fancy you could build a air dam to go on either side of the slots in the hood, like somewhere by the headlights and then make another dam to direct all the air from the radiator out of a set of louvers in the hood.

I gotta ask....do you have an air dam under the radiator. I skimmed the other replies didnt see any references to it. I know it made a huge diff in my car!

I do have an air dam. I have made all the changes recommended but have yet to drive it since I have been working on the audio system. Supposed to be mid 90s next week so I plan to test it then.
Since it cools down when I'm moving, and only gets hot at idle, I think the air dam is working as designed.

Yeah I found that out. The position made me think it may be an air bleed. However, the alan head plug did tap into the cooling jacket and now controls my secondary fan.

With a camaro a cowl works better cause of the front end being open. However on my car the guy before me broke the front air dam on a curb or something so I wanted the car to run cooler so I customly built a front spoiler that also pulls the frontend done hard when your going 100+mph and it cooled my engine down by about 30-40 degrees.

Any rear open scoop like a cowl or the 2nd gen trans ams will pull air in. Its basic fluid dynamics, the turbulence that exists at the rear of the scoop will push air into the engine compartment, not pull air out. If you don't believe me try putting a little piece of paper or a leaf on your rear facing vent. If the hot air was escaping then the paper would blow out, but it won't, the pressure will keep it pressed against the mesh on the back of the scoop.

To get air out of the engine compartment you will need fender vents like on the late 70s and early 80s trans ams and z28s. The hood will (cowl) will push air in not let it out.

How would a cowl suck air in when I have a front spoiler sucking 2 square feet times the mph pointed blowing right at the cowl? There is no way the cowl would take air in when its getting way more pressure forced out

That's not the way it works. Its really complicated and I don't want to explain it but you can either trust me, or by a cowl hood and waste your money. Cowls suck in air because of the high pressure air that develops behind it at speed-thus Cowl INDUCTION.
