Will 4th Gen rims fit on a 3rd Gen?

Not directly, you will need to add wheel spacers or adapters. Using 2.25" adapters on the front and 1.25" adapters on the rear, both the C4 Corvette and 4th Gen F-body offset rims will bolt right on.

To add to this, if you get a 4th gen rear, can you run 4th gen rims without the spacer on the back?

Yes you can run the rear rims without spacers if you use a 4th gen rearend.

The rear ends are a pretty straight forward swap except they are a little wider so there are some changes in the brake lines. This is NOT first hand experience, this is what I have been told so correct me if I am wrong.
