I have stumbled across an 1985 IROC L69 5 speed camaro with 120,000. I've heard that this car is rare (only 2500 produced that year). Would it be a good investment to restore it to stock specs? Also, what does the phrase "numbers matching car" actually mean?

Good Investment? Maybe in about ten years. Right now third gens are undervalued and only the "special" models are worth anything on the market.
If this is going to be a long term project and you're in it for the long haul -- Go for it. If you hope to do a #'s matching resto, sell it and make a profit, look at another car.
IIRC, numbers matching means that the engine, trans, rear have logical build dates and (if there are any) all of the ID #'s on the components match those found in cars of the same period.
