It's not a "COPO" unless it's got an RPO code, which of course it doesn't. It's most likely just a car that started off as a stock Z28 and got the Ligenfelter treatment. It's a great car, and probably worth the $20k (ligenfelter Vettes tend to hold their value very well), but is not a special GM prototype or any of that crap.
As for why it is a 5-speed, it's probably because in 91 the only 6 speed that was around was the ZF, and you had to take a sledge to the trans tunnel to install it. It was also very expensive. A richmond 5-speed was an easier alternative, and because 6-speeds were not all the rage yet, there probably wasn't much reason to put one in.

A lot of you already know this, but for those who do not I'll expound on Jim's statement. The COPO, or Central Office Production Order system was simply the ordering process used to obtain a vehicle from GM that had options that were not usually offered in a particular model. For example, if a taxicab company wanted 50 bright yellow Impala sedans, and bright yellow was not a color already offered on an Impala, they would be special ordered through the COPO system. Don Yenko was the man who convinced Chevrolet to install 427's in Camaros, the most famous of all COPO cars.
It's funny how those four little letters seem so exciting when attached to the name Camaro, but then they could also be applied to a GMC truck painted in a Buick color.
