The Z28, with or without the IROC-Z option, has the same grill.

I hate to disagreew/ one of the dude's who knows, but my 85 Z had the RS style grille, as have several other non fog light Z's i've seen. I was under the impression that pre-88 non-fog Zs all got the plain RS grille, while only the fog cars got the slotted insert. Unlike the later non-fog Zs that definitely got the slotted insert as well.
I could be wrong, perhaps my 85 did have the wrong grille replaced after an accident or such...

I swear I have seen '85-'87 Z's both with and without fog lights....I don't know the rule for '85 specifically though...

Ed is right. I should have been more specific. I was referring to Z28's with fog lamps. In 1985, fog lamps were not an option on Z28's. In 1986 and 1987, they were. Z28's without fog lamps have the same grill as RS's.
