Rust Bubble Problem

Rust Bubble Problem

I have two rust bubbles on the end of the hood right where say hood pins would go, and I was wonderin how to fix this. They have been touched up with paint once, but now the paint is chippin away, and there is some rust showin very exposed. I want to fix this, and am wonderin if it is somethin I can do myself, and how? Do I just need to sand it down and use some touchup paint, or what?

Generally the only way you can fix rust permanently is to remove all of the rust infected metal. I'd try sanding it down as far as possible to remove the rust, then smooth, prime, and touch up.

Also, where can I get touch-up paint for my car...i went to the dealer, but they said they did not make it since my car was so old.
