Here, I did a search for you and found this:

Which one is the best would depend on which engine and trans is in them and how many miles are on them. In my mind I wouldnt even touch the RS. The IROC and the Z28 are very close in performance. The IROC will have slightly better suspension but the engine packages will be the same.

Honestly they used the same engine, cam specs, heads, exhaust manifolds were all the same. The difference is with the EPROM Program. The 1992 was the most economical, but otherwise there is little or no difference insofar as the engine.
The 1990 was the lowest production as they only made them thru 12-31-98.

As Kevin91Z mentioned, check out the tech data. It's not just about years. Here is an example of the data. This parts describes why the Iroc-Z was the top model to be had . . .
The new IROC-Z option was available on the Z28 and came with new 16x8 aluminum rims, P245/50VR-16 Z Rated Goodyear Gatorback tires, fog lights, CAMARO on front license plate panel, .5 inch lowered ride height, body colored valances, Delco-Bilstein rear gas shocks, special front struts, increased spring rates, special jounce bumpers, 5 degrees of caster (up from 3.5 on Z28) in front wheel alignment, `WonderBar' front frame rail stiffener, special valving in steering for increased steering effort, larger rear stabilizer bar with stiffer bushings, IROC-Z exterior decals and interior dash badge, and a thinner two-color lower body stripe.
