It is an RPO Decoder. This RPO Decoder helps decode the SPID sheet that many Third Generation F-Bodies, and other GM vehicles, have. The SPID sheet has several 3-character codes that are used by GM to denote how the vehicle came equipped from the factory.

For example, a 305 TPI in a Third Gen, from the factory, would have the RPO code on the SPID sticker of LB9.

In short, the SPID sticker, which has dozens of RPO codes on it, tells how the vehicle came from the factory (color, options, powertrain, etc.)
