Transmission: T-5 WC
Axle/Gears: 3.42
Came across a '89 IROC, 5.7 hardtop
229,000km, 350TPI, auto, 3.27 rear gear, G92, red with gray interior, the body looks solid, some surface rust, and almost all of the clearcoat is gone.
The drivers side floor has a hole where 70% of the local thirdgens do, from the corner to the drivers seat, straight through..
Trunk looked good, shock towers looked good, cranked over but didn't run but I'm pretty handy..
I offered him $1000 with a new set of window felts.. I want to know what something like this is worth, in restored condition, it's my brothers old car and I'm pretty sure he wants it back.

$1000.00 seems a bit high ,needs floor repair,paint and motor work probably the injectors.
You will probably spend more than what the car would be worth once your finished with it.
You could finish the car to the way you like it for cruising and sentimental reasons but not for monetary gain.
Or you can forget about this particular car and buy one that is completed for more money but in the long run will cost you less than repairing the one you are currently considering to purchase and repair.

Just some more info for you, i had the pass key decoder module replaced in april of 07, has to do with the chip in the key. and when the rear end was put in in may of 07 i also had the e-brake cables, the shocks and, the universal joints replaced. When the tranny was rebuild i had a new torque converter put in as well. the starter is 4 years old also. the wires and platinum plugs are new maybe 10k on them. i also replaced the pollution pipes after i bought it from john. all the oil changes where done with the mobile one oil john used to change it with. The cars computer and mass air flow sensor where also replaced in 07. the K&N filters where replaced when i bought the car

Sounds like a lot of things were replaced, but with what? Sometimes just throwing parts at a project don't fix the real issue. Why were all of these parts replaced. Just because of age/mileage or was there an underlying issue that made it convenient to replace these?
I agree with the above comments that you are better off spending more up front and having a cleaner car right away.
It's been discussed here before that the costs to rebuild a car will be more than it's worth unless there is a sentimental value to it. The sentimental value is worthless to a future buyer though.
Consider your costs: paint, floors, weatherstripping, carpet, engine repairs, etc. Were the tranny repairs done correctly? how about electrical? To do it all "correctly" you could easily spend $5k - $6k over the cost of the car. Start looking for $7k cars and you will find that the repair list will be considerably less and most won't need paint at that price.
