Re: someone please help
B4Z for the ThirdGen F-Body = IROC-Z package.
Remember, not only did GM recycle RPO codes for the same platform (look at Y84 in the ThirdGen for an example of two different trim packages), but GM also recycled RPO codes on other vehicles. I suspect that's where your source is getting the definition.
My GM RPO book, which covers up to 1992, shows B4Z as strictly the IROC-Z package. My 1998 RPO book shows it as blackbird. Meaning, the B4Z RPO code got reassigned.
In short, the definition you have is not applicable. It's the IROC-Z package.
Regarding the RPO decoder, the one we currently have is planned to eventually be replaced with a web-based one as part of a plan to have the RPO decoder strictly applicable to our platform rather than an generic decoder such as what we have now and what your source is.

Re: someone please help
One of the cars on that site has a somewhat legible VIN in one of the pictures. I looked up the VIN and there is no B4Z RPO code attached to the VIN. Even though those cars are called Blackbirds and are conversions, I don't believe it's tied to the B4Z. Additionally, the Blackbird package on the 4th gen is much more than an appearance package.
I'm not sure where the B4Z Blackbird definition comes from, but the bottom line is that the B4Z, for the Third Gen Camaro, meant the IROC-Z package.
