Do they also have the correct Y pipe for them? AIR tubes on them or do you need/want them?

Yep, air tubes and correct y pipe. I don't really need them myself right now, but figure they'd be nice to have sitting on a shelf. Anybody know how they compare performance wise to the standard shorty headers?

Do you know if they are 1 5/8s or 1 3/4? (if they are 1 piece flange I may be interested in the headers)

OK, so unfortunately they're the 1 5/8, bummer. However, he has the cat-back to go with it! I'm gonna grab everything. Hopefully I can get there before somebody else does!

I know of two local sales of tri ys with y pipe at $650 for a driver quality set then $800 for a set that was super nice a few years back just to give you a number

When did SLP offer 1-3/4" tri-y's? My old catalogs only list 1-5/8" primaries.
When I ordered my tri-y's (1-5/8") many moons ago, SLP's catalog listed both 49-state and CA versions. I called SLP and asked them what the difference was between the two. CA versions were wrapped. I ordered the 49-state versions because at the time I lived in a county that did not require emissions testing. That and $200 upcharge for header wrap seemed silly at the time.
FWIW the bare, 49-state versions did pass CA testing on my vehicle. YMMV.

I wonder if any of the Firehawks were ordered by a CA dealer and delivered thru a CA dealer? My old #003 went thru a dealership just over the NV border from CA for the original owner that lived in CA. Car was of course CA registered and smogged no problem up to about 2003 I think when it left CA. But yeah like you said, CA doesn't care if they are wrapped or not in real life, same for the tri-ys on my GTA. They just care about the CARB sticker on the door.

I have a pic or 2 of a 92 Hawk w wrapped headers.
One of them is 008 iirc.
25 and I think 26 had a jethot coating on the headers but not the air tubes, not sure on the Y pipe.
