Rust proofing an option?

Transmission: 700R4
Rust proofing an option?

My 86 z28 has a sort of rocky tar texture on all four wheel wells so my question is was this a sort of rust proofing offered from the factory?

Sound deadener that was applied at the factory.

Yes, like Leonard S Stated, it is a sound deadener. I also think it was used to protect the non-plastic pieces of the inner fenders from stone chips and ultimately Rust, as my plastic panels didn't have any on them. Even my old 67 has it in the wheel wells from the factory, they really slathered it on.
