HVAC issue...

i have an issue with the project car i just picked up, looking for answers...the blower motor only works on the 3rd fan setting...barely. that's not a big deal, new blower motor. but the issue is this, even in the "Vent" setting, no air comes through, at all. what would this be, a vac issue, unhooked duct work, something else i'm missing? or does the blower motor just restrict the air from coming through? every other F-Body i've had if you put it in "Vent" mode, the air will just freely blow through...but not this one

well, the heater core is currently bypassed (previous owner, i just got it) so it could be plugged...
