That would depend on the problem, so your first job is to diagnose the issue to determine the problem.
Check the fuse first. Next, get a multimeter or test light, and touch the terminal on the horn while somebody blows it. That'll tell you if there's power getting to the horn. If not, then try testing the output of the horn relay. If not that, then test the wire going to the horn pad on the steering column.
