Haven't seen them all, of course, but I've never seen any that aren't.

Re: Kick Panels
it was ordered in that fasion...or it was just the model trim. I had a base model 1988 Sport coupe, nothing special about it all manual everything, not even hatch release. Entire interior was carpeted black. I just got a 1988 Base model firebird, and it has no carpet. If i'm not mistaken camaro got carpet more than other times, but both times i didn't end up with the base seats, the cars i've had always had the better seats, like camaro has base one piece vs. 2 piece with headrest...idk if birds did the same or w/e never seen em, but newayz i think it had something to do with seating and interior applications. I've had 5 f-bodies, and all the camaro's are carpeted and the firebirds aren't...of which 3 of the 5 were base model (1 maro and 2 birds) and the other two were berlinetta's of which that is part of the model (to come with carpeting). I don't know if there was ever a concrete answer. Some research on this site might be of help.

Re: Kick Panels
In a Camaro, the base seats got plain and the custom cloth got the carpet on the kick panels and console. I don't know what dictated it in a Firebird, but the carpet was available on the kicks.
