Problem Ignition Cylinder/Loose Tooth Steering Column

Problem Ignition Cylinder/Loose Tooth Steering Column
In regards to the Loose Tooth Steering Column:
I have a 1990 IROC with airbag. I just started putting everything back together after tightening the 4 buried bolts. I'm at the point where I have the ignition cylinder re-installed. I assume there is only one way the cylinder slides in and mates with the inner column piece. The key turns and all the connected moving internal parts seem to be working properly. The problem is when I turn the key there is no "spring back type return" nor does the car have any power (no buzzer,does not start,as if battery was dead). The headlights work as well as the horn. I just wanted to check it before everything else was re-installed. Is this normal or do I have a problem? Do I have to finish putting everything back together first for it to work?
Any suggestions would be appreciated.
