Tooth Off Ignition Cyclinder

Hello,

I'm still battling putting back together my steering column after tightening up those 4 loose bolts. I have the ignition cylinder reinstalled but when I turn the key there is no "spring back" action or power to start the car. The headlights and horn work. I have been told by a fellow member I may be a Tooth Off on the Ignition Cylinder. Does anyone know how to check and fix this problem? Also, I assume the cylinder can only slide back in the column one way? Please help, I need to get my car running again.
