Mine is the same way. What year is your car? There is an easy fix for the cable driven speedos but the later models use and electronic speedo. I asked this question a few month back and nobody knew how to fix the odomoeters on the electric speedos.
I recently took one apart at the junkyard to see what I'm working with before I break mine lol. There is a small electric motor that rolls the numbers over on your odometer. I plan to swap mine out and see if that works. I'm betting the most likely source of the problem is the little plastic gears though. On the one I took apart they literally crumbled to pieces in my fingers. I'll let you know what I find if I ever get around to taking mine apart. Good luck!

Mine quit on the way to being inspected. Guy wondered why my trip meter said 0 miles...
I did a bunch of research trying to find replacement "gears" etc. but all that really seemed a safe bet was to find a reputable gauge repair business and send the cluster off.
I'm going with a set of speedhut gauges personally. I'm unsure if the speedo I bought has a good odometer or just a trip meter. With 168,xxx miles and an engine swap - I doubt anybody wanting to buy my car cares about the mileage.
