1982 Gauges not working

1982 Gauges not working

Gauges arent working in except for my speedometer.
Heres what happened, my wipers arent working and recently it started raining (Cali) so i checked my fuses and noticed the fuse was out. I then replaced the fuse with a 15A fuse. it then burnt out immediatly after i turn the key to the on position. I the did some research and found that they use (which i dont believe now) a 25A fuse. it did the same thing but now my gauges arent working. WHAT COULD HAVE HAPPENED.
Changes you may need to know : The rod that turns the brights on is frozen cut the 3 wires that come from there to a toggle switch so i can turn on brights. (they work) However could that have something to do with the wipers?

Figured it out!
Apparently the previous owner thought it would be nice to put the wrong size fuses EVERYWHERE. bought all new fuses and put them in there correct places and now everything works great. Now my wipers even work!
