I cant figure this out for the life of me. Its not the ac box or the vats box or the ecm tray. What goes here? Its on the passenger side of the rear of the dash...

I can't tell on my phone but is the yellow foam or putty?
My thought was either a knee bolster plastic or
HVAC enclosure for the fan // motor assembly.

That's foam.
Really? I guess the location was totally different for those years then, because on my dad's '89 IROC-Z, we swapped out the VATS box with ease as it was located about where your right knee would go, up under the dash.

Yep, it mounts in the driver's side of the dash for '89 but it mounts behind the passenger side of the dash from '90-'92.
