No highbeams?

I just searched the forum but couldn't really come up with a solution to my problem. So my turn signal lever, that also controls high beams, wind shield wipers, etc. is extremely loose and just flops around. The turn signals work but the high beams do not. When I pull the lever for high beams it just doesn't click and after letting it go it will continue to to flop around. Now I have taken apart the whole steering column, and have gone as far down as past the locking plate. Now this is where I have trouble. Once I am down there I don't know what I'm looking for to be the reason that it doesn't click and stay in place. So can someone help me out, and tell me what I should look for, or tell me if there's any easy fixes?

Edit: It's in a 1991 Z28 if that makes a difference.

Why would you install a foot switch after you restored your entire car??

good question

after disassembling the column several times, I could make the high beam work for about 12 clicks and then nada. It was not a switch adjustment nor were pieces missing. For some reason, it would go askew and miss by a wee bit. So, foot switch over on the left was the solution and it looks like it's supposed to be there just sticking out of the new carpet and works wonderfully. There are some things you should sweat, the high beam swtich was not one of those things.
