roof rail trim piece

Is there supposed to be a screw in it? I'm not sure if the previous owner did it or if it is factory. Both sides.

No screws. There are, however, plastic clips, which can be seen in the following link (page 3):

Yup. No screws, just those plastic clips that James showed. I guess the PO decided to use screws instead of replacing the broken clips.
