Strange ringing noise

Strange ringing noise

Alright, this is really tricky to explain, but here's my best attempt. At random times when I'm driving I'll let my foot off the gas (no throttle input), and my dashboard will emit a very quiet high pitched ringing noise. I've noticed it stays and gets louder when in park, and will fade as speed decreases until the car stops while in drive or any other forward gear. The noise doesn't happen when I accelerate, so I can eliminate mechanical problems. It also doesn't always occur when I drive it, and the front brakes are completely new, so that's not the issue either. It sort of sounds like the buzzer that turns on when you insert the key, but I'm pretty sure that mine doesn't work, because I've never heard it before. I want to troubleshoot this but I honestly have no idea where to go with it now.

Has anyone worked on the car below the dash on the drivers side? Where exactly on the dash do think the sound comes from sitting in the drivers seat (drivers side/middle/passenger side)?

No one has worked on it under the driver's side. I tried pinpointing it, and it seems to be coming from behind the tachometer or cigarette lighter.

Do your accessories in the car work fine? There is a a rectangular looking box with 2 cylinders/ and relays under your dash by the connector for the check engine codes that is responsible for the seat belt-ignition, key-headlight buzzer (do you think that might be malfunction)?

The buzzer is definitely malfunctioning. I've also recently noticed that there are two black wires hooked up to the base of the seat belt that don't connect to anything. They just hang freely next to the buckle. Do these have anything to do with the buzzer?
