interior hole covers

I'm tearing into the interior of my 82 T/A and need to replace a handful of these odd square/rectangular pads on the inside panels of the car. I have a few shots of where they go and I'm not entirely sure of their purpose. Are these simply foam or are they some kind of air filter? I think there is at least one in each kick panel area as well.

I'm thinking I can find some bulk material to cut and glue back in place unless they're something exotic.

I would like to know about these to I plan to use a filler for them myself to *quiet* the car if they have no real purpose.
