What is this?

I bought a 86 T/A. It has this weird attachment on the rear view mirror and I cannot figure out what it does. Anyone know? Is this Factory?

that is the auto flip feature that was used before the liquid crystal auto dim was invented
yes it is a factory option
it will tilt the mirror when someone behind you has there lights shining right into the mirror
