Peel off the loose layer and apply a thin coat of fiberglass resin. Don't put too much resin because you don't want to make it too heavy. You will be good to go. The board looks solid.

I've been told by a few people that I shouldn't fibreglass it because it'll never sit the same due to shape

it will sit fine. Makesure it is on a flat surface when you do it. You are not looking to soak it with fiberglass- just strengthen it a bit.

Just do the side the fabric will attach too. Something I did with mine is glue a piece of thin cardboard (cereal box type) over where the sun visors attach on the back side. Then fiberglass over the cardboard. Then using the sun visor mount as a template drill holes for the sun visor screws. This made a much more secure way to hold the board up when it's installed.

I never used anything but strips of news paper when making repairs as the paper sits perfectly flat. Anything else will upset the smoothness of the headliner when done.
A friend found this out when I covered one for him that he used fiberglass resin type stuff. He laid it thin but it still stood up. I've always had luck with the newspaper.

What do you mean by newspaper? You take the newspaper and then resin overtop of that?

i'll cut strips of newspaper about 2" wide or what ever size is needed for that area and glue them down on the breaks. I make sure there is ample amount of glue as the glue when dried is pretty strong.
after i repaired my T top board i could hold it up by one of the wings and it not fold!!!
im currently doing 2 liners, one for my ex cab S-10 and one my standard cab S-10. just finished one for my friends 97 2500 standard cab.
