Can anyone tell me if all 1991 Camaro's have a rear hatch pull down?

From the factory the did. Can't tell you what's been done to it since then.

 

All 1991 model year F-body coupes had one of two styles of hatch pull-down from the factory. The early 91 models have the same pull-down with a metal frame (where it attaches to the body). Late 91 models have a completely different style that has a tan colored molded plastic frame.

The exception to this is the late 91 F-body convertibles. When they switched to the plastic style pull-down unit for the coupes they switched to a slam-latch for the convertible trunk.
