1989 convertible seat rest on top bow
Hi I bought an 1989 Camaro .my question is when I put the top down the seat stops the process the bow won't go over it so I unlock the seat and It folds down right but now the rear seat which is in question is resting on the bow and is 6 inches away from the latch the seat is straight up ....is this a hard top rear seat?

I believe the seats are all the same whether it's a hard top,t top or convertible

Your symptom points to broken or missing flip rods. These rods lift the #2 bow as you lower the top. If the #2 bow is not lifted as you lower the top, the top will not fold up properly and will hit the top of the rear seat.
I'm attaching a link to the aftermarket version of the flip rods you need. Check if you have these rods or if you just have the small holes in the top frame where they used to be.
