1986 IROC-Z trunk motor stopped working

Transmission: 700r4
1986 IROC-Z trunk motor stopped working
I released the trunk and the motor went up but now will not go back down. The motor is getting power as the trunk light works and the motor is warm to the touch. The fuse in front is fine. Does this mean the motor is burnt out?
