In order to replace the heater core a while back, I took off the box to get to it. While I was at it, took off the dash. The dash is back together, and I decided to just leave the core out for now. But with the air on, everything comes out this area. If I book the cover back on, air is just trapped. So theres a diverter somewhere I guess that's not doing its job to move air to the drivers and out the vents.

A quick edit: I popped the hood, started the card, and now those flaps randomly work again.
