The heater fan never really turns all the way off when the heater control is anywhere but "off" (like AC, vent, heater, etc.).

he meens the two things you can slide back and forth to select the air temp and ware it comes out of.. one of them if slif all the way to the left has an off to it and if its there the fan will not spin any more but when its not there even if the speed is at the lowest setting it will still spin enouph to through some warm air at you and annoy you on hot summer days.

warm air from vents
Most of our third gens suffer from warm air because our ventilation inlet grill is located UNDER THE HOOD above the firewall just behind the HOT ENGINE. GM realized this after numerous complaints from vehicle owners and redesigned the fresh air inlets for the next generation F-bodys to grab cool air above the hood. Just look at the huge air vents poking up at the base of the windshield on any fouth gen Camaro or Firebird. No hot underhood engine heat there! I bet that A/C blows cold enough to keep drinks icy!!

It ain't easy, but it is well worth it. What you need to do is drop the duct face that you do for a heater core removal and find all of the doors in there that direct air flow. Then clean them off and get some good quality, wide foam tape and recover the doors (one needs a tapered seal, starts about 1" thick and tapers down to 1/4", stick that one on the door "frame"). Then look under the driver side dash in the center. You'll see a large gap between the fwd and aft duct pieces...make a seal from open cell foam and wedge it in place (glue it if you can, kinda of an awkward/long reach). Took me about 4 hours to do it all and I have a non A/C car.
