It really depends on the "rebuild" that could be a simple ring,bearing,gasket kit to needing bored,crank turned......
IIRC when I rebuilt mine I had around $1200 in it but that was a cam, ARP bolts, new water pump........
As for the transmission I would go with the 4L60E or the T-56.

Id find a lower mileage dropout instead of a stock rebuild. If you're planning on a nasty engine with a mostly aftermarket setup, then by all means build it to the gills with a cheap bare block

I have around 600 bucks for the rebuild on mine, that's new bearing, rings, oil pump, gaskets and having new valve guides installed as well.
Machine work was honing the cylinders, 3 angle valve job and valve guides, hot tank the block, magniflux the rods, turn the crank new cam bearings installed and new freeze plugs.
