It all depends on the parts you have lined up and if you have done your research.
You are going to be hard pressed to do this for $2500. Its the little things that add the cost to these swaps (exhaust, fuel, wiring, motor mounts etc).
There is no set answer on timing. I would take the time now to read as much as you can in this forum as well as over on LS1tech.com.

Re: 5.3 in a 85 z28
I agree on all points
gotta do as much reading as you can. gather all the wiring diagrams you can, purchase a helms manual for your vehicle. even going carbed, there are areas you need to splice and rewire in your car.
$2500 is really not going to cut it. the carb swap stuff alone will eat a good chunk of that budget. then comes the exhaust work, all the accessory stuff (since the truck stuff doesn't fit), and any adapters you need transmission wise. If you have *lots* of time, you can sit back and hunt for deals (my route), but its going to be a while.
if you haven't done a motor swap before, this is going to be a challenge, definitely not what i'd recommend for a first time, but its doable if you do your research and take your time
