Some things are not worth modifying because you run into trouble like this. I suggest you use drop-in parts at the fuel tank and modify your fuel gauge to work with it.

Empty tank at 1/2 gage is how a fourth-gen sender behaves. You might want to make sure that you did not get parts mixed up or that they sent you the wrong parts.

Supposedly GM superseded the original part at some point, I just found this out recently looking for a new bucket. Over at Rock Auto you will see that it shows "first design" and "second design" in the list. This is one of the reasons I would not shop for parts like this on eBay.
