No, because it doesnt have an EGR valve. If you have a visual under-hood check you'll never get it passed. If you have a tail-pipe only test, you could sneak it by.

Not necessarily. If you take a stock EGR valve from a TPI car, grind the bottom flat, tack two bolt head caps on it, and literally JB weld it in the big wide open space in the bottom of your stealth ram, and hook a hose up to it, there is no way the inspection station is going to mess with it. There would be an EGR valve on the intake, in the correct location.
