Where should i register my car DE or MD HELP!!!!

Car: 91 rs
Engine: Carbed 355 CR 9:1 xr276 cam
Transmission: 700r4 2600 stall
Axle/Gears: 3.42
Where should i register my car DE or MD HELP!!!!
I just recently got a new job in Ocean City MD. I am currently living in OCMD but my car is still registered in Pa to my parents address. I am trying to determine where it would be able to pass inspection/ emmision any help would be appreciated.
Following mods
3 inch cowl Big block hood
open element air cleaner
subframes
light tint on the side and rear windows
3 inch exhaust and flowmaster
Spohn panhard lcas and poly bushings
other mods in signature but nothing else you can see.
Any input would be appreciated
