What would an IROC rin with these mods?

What would an IROC rin with these mods?
88 IROC, L98, 700R4. - accel cap and rotor, moroso spiral cores, platinum +4's, synthetic lubes, 160 stat, tb bypass, full flowmaster exhaust, shift kit, home made CAI, edelbrock TES's, and kumho ecsta supras run in the quarter? My friend has this stuff done to his IROC and is claiming a mid 13. Wondering if this is possible? I tell him low 14's but he insists. What do you guys say?
13's at 96-99 mph aren't out of the question with those mods, if he hooks it up.

If he has a strong L98 I'd say its possible. Some of them ran 14.20's stock.

Gotta go the the track and see. 
Firebirds are heavier, have a slightly softer suspension, and have a more restrictive intake then Camaros, so they were a little slower.
