NHRA 11.99 and quicker.
I think IHRA is 11.49 since that's also the point where they say you need the roll bar.
The lap and crotch belt can be mounted to the floor but the shoulder belts should be mounted on the cross bar. Read the rulebook on how the belts should be positioned. The shoulder belts are designed to keep you from going forward. If the mount point is too low then they won't stop forward movement.

I too have a question on belts... I do know I need them. But, I have seen 2 different types. The type that has tabs welded to the roll bar for the belts to bolt to, and then the other that looks like it wraps around the bar and tightens w/ some type of a tensioner. I'd like the latter style so long as it's legal because the bar and interior is all done in my car. I'd really hate to have to yank the interior all back out to weld in some damn tabs.

My crossbar has a tab welded onto it but the belt style I have now wraps around the bar. Both styles are legal however the type that wraps around the bar needs to be secured so that the belt doesn't walk down the bar. Simply installing some roll bar padding on the cross bar will keep the belt in place. I've also see a hose clamp wrapped around the bar. A hole drilled through the bar and a nut and bolt going through the hole will also work. The left side shoulder belt isn't a problem. It can only go as far as the main hoop.

Don't forget that the belts are date coded. They're only good for 2 years from the date on the belts then you either need to buy a new set or "try" to get them rewebbed. Even high end Simpson belts are easier to just buy new ones. Just because they have a fancy release latch, doesn't mean you'll be able to keep using them.
After my belts expire I can sell them to oval track racers for $50 and buy a new set for $80-$120 (Canadian) depending on the style or if they're on sale or not. My next set of belts is coming from a local SFI manufacturer so when they expire I can just drop them off and get them rewebbed. I sold my last set to a mud bog racer. He was quite happy since the belts look and work just like new but for me they're expired and I can't use them. My current set is good to the end of next year.
For those in Canada who want a set of belts that can be rewebbed in Canada, contact Guyon Racing here in Calgary. www.guyons.com
