How does horspower transfer into 1/4 mile times?
I'm wondering what kind of 1/4 mile would I run with an engine putting out approximately 300rwhp. The car has 3.08 Posi/700R4 and its is a loaded 89 TA/T-Tops. I am hoping for mid-high 13's, does that sound reasonable?

How much do you and the car weigh? It's a simple power to weight ratio but you must have a total weight of the car as it's going down the track. It's no good saying your car is only 3500 pounds when you may add an extra 150 to it.
ET will depend on how good your traction is. MPH is a better indication of how much HP is available.
Assuming around 3500 pounds total weight and around 300 rwhp, you should be able to run mid to high 13's if you can get traction.

Somewhere between 102 - 104 mph. ET will depend on traction, gearing, etc.

Would 300rwhp put him closer to low
13s?
I'm pulling 13.5s right now, around 3600lbs
and I figured I wasn't stomping much more
than 280-285 to the ground.

The car has 3.08 gears and has never been on a dyno, so 300rwhp is an estimate give or take 15hp. I'm hoping to get to the track before winter and I'd be happy with a 13.5-13.7 or so.

A friend with an '85 Z28 is pulling 300 rwhp on the dyno and ran a 12.15 at 109.6 mph last month. 300 rwhp is 350-375 hp at the engine, depending on if the tranny is an automatic or a manual. What have you done to the engine to get that kind of power?

A friend of mine is considering buying the car (was me but I have no $$
). The engine is a 350 bored 0.040 over with new heads, hotter cam, ported intake manifold, holley 750cfm carb, all the smog and AC removed, headers, full 3inch exhaust, bunch of other stuff I forgot.
I don't know the exact specs right off (the build sheet isn't with me) but the mechanic estimated it at 300rwhp so I'm going by that guess.
I think your friend isn't telling you something. I REALLY doubt that he would run a low 12 with 300rwhp... unless he has 4.11's and plenty of weight reduction. The new 300rwhp LS1's only run low 13's.

et has more to do with gearing and traction and mph comes from hp. look for an mph in the 100-102 range, with good traction that should net you a 13.5-13.0 range. your car may want a little more gear to do it's best.

I know exactly what he has on and in his engine, and watched him dyno the other day. He pulled a 1.65 60-foot time on that run, and has boat-loads of torque and traction, plus 3.73 gears and a Vigilante converter stalling at least 2800 rpm. The LS1's don't have the torque, gearing, and traction he does.
