Blower Shimmy? Should it be?

So, I'm done. One intercooled 9ps P1SC ATI unit installed. I started her up and just listened, a nice semi-whistle coming from my engine. I went up front to look and could see the bracket/head unit doing a little bit o' shimmy. I made sure the crank pulley and head unit pulley were square. What have you guys used in the past to make sure the (2) pulleys were square. Thoughts and ideas always welcome.

loosen the belt and partially remove it, check for smooth rotation by hand of the idlers. Some at ATI wont admit it but they got a bad batch of them idlers with bad bearings. the one on my car locked up the first night and I have been told the same by others.
