those who know about N20 (bottles)...
my 10 lb. bottle is full and without a NOS brand sticker that has the specs on it etc. i want to paint the bottle body color but is this legal?
will i be able to get the bottle filled again without this sticker and with it painted?
oh, i also need to fab up a blow down tube but i wont be able to do that until the bottle is empty

yea, you should be able to paint it no problem.
as for needing an empty bottle before you can make a blow down tube- give me the car for an afternoon and ill take care of the "situation".

haha...the car wont do too much good right now but if you want it you can finish up my bondo work and start to paint it 
so will the absence of the sticker have any affect on getting the bottle filled?

Who fills your bottles? Id ask them first. Most likley they will say sure fine, your bottle is already inspected and good for so many years till next inspection. They might also give you a new sticker then or later.
I have done this with my propane tanks. To get them filled they need to be clean and rust free. Same deal on the sticker thing.
Guy at the place I get them filled said sure and handed me a stack of new stickers free
Good to be friendly with your local propane / gas place. Tanks that are no good for home oxygen use or propane form rust make great air storage tanks and come cheap at scrap price or free. All rated for 300+ psi, air is stored at 120-140psi.

Next time you have it filled you will need to empty it completely (I know that wastes 4 lbs.) then get the tare weight and your good to go.The last bottle inspection will be stamped on the bottle.

it all depends on YOUR local shops.Nobody can give you a YES or NO answer.
also depends how well you know the guy at your fill station. he might fill it for you but not someone else.
Get it painted and buy a new sticker for it. Problem solved.
