Supercharge or more CI?
Wondering what is more powerful, and which one is more financially feasible between supercharging a 350 or getting the stroker kits to make it a 383. What is the price differences? What is the performance difference between a supercharged 350 and a stock 383? How much work does it take for either one? Can a stock tranny and rear end on a 91 rs handle the horses from either of these, if not what needs to be done?? Any other sugesstions?

383 will make more low end torque and you will have a strong low RPM engine. If you go with a SC you will have a power increase in both upper and lower RPM's.
A SC will probable cost a little more depending on which parts you will choose for the stroker kit.
Some people says A stroker and a miniram will give you the same power as a SC but with less headaches, but the miniram isn't cheap and will give you the upper RPM power.
I'm going to rebuild my engine soon and have the same thoughts as you and for the moment I will go for a 355 with forged stuff and a ATI 9 psi kit.....
