I can report that my 1984 stock bottom end is down in the high 10s now and that is with a BAD 60 feet time.
60 foot - 1.827 s
1/8 mile - 7.245 s, 169.85 km/h ( 105 mph )
1/4 mile - 10.862 s, 216.38 km/h ( 134.5 mph)
I don't have a video of that run, but I have one of the previous one.
The differance was an even worse start.
60 foot - 1.995 s
1/8 mile - 7.549 s, 167.11 km/h ( 104 mph )
1/4 mile - 11.295 s, 214.11 km/h ( 133 mph )

The engine is making power to go low 10s with a good start.
With the 4L80E transmission, turbo and other stuff the Corvette is probably at least 130 pounds heavier than stock and I filled the tank before going to the track. I am not skinny myself, about 280 pounds.
I think the stock bottom could survide high 9s for a while.
According to performance calculators a 134.5 mph trap speed should have an ET of 9.96 seconds.
