87 TPI 5 Speed looking for more HP

I just bought an 87 trans am 305 TPI 5 speed car with 22k original miles.
I want to get more HP. 300 would be nice.
Car is totally stock. What is the best way to unlock and add more power without breaking the bank and what can I expect to pay?
If anyone has experience with like a 4 or 5 step approach this way I can perform a couple of modifications every 6 months or so to the car.
Please let me know. Help and suggestions greatly appreciated.

Headers
Porting plenum, intake
Bigger cam
Heads

They are the main things to sort out but it comes down to budget. I think you would need all of the above to hit 300- maybe more mods.

Biggest Bang for your buck is headers with a real Y-pipe. The factory manifolds and "T" pipe are both very restrictive. Not only will you be rewarded with some power, but great sound.

Next thing is your basic stuff that is cheap. An air foil, adjustable fuel pressure regulator, and make sure everything else is up to snuff. Add an MSD ignition box, performance coil, and new plugs with another .005" to .010" gap open.

Then, port match your plenum and runners. If you can find a set of SLP runners, those help to make more HP by extending your RPM range a bit.

This should give you about 20-40hp, depending on where you car is now, without breaking the bank.

To get to 300+ you will need to start looking into heads/cam/intake.
