TGO had a chat room in the past and it wasn't exactly the most successful. It used to be controlled through java. From what I seen, and from some of the comments I've read, it wasn't used all that much.
Xoxide does not want an IRC server, so they planned on a flash-based chat. However, there was some criticism of this, and because the fact that the past chat wasn't exactly the most successful, plans were dropped alltogether.
Despite there being a few comments here and there, there hasn't been a whole lot of expressed demand for such a feature.

It would be nice but it isn't really needed. When you get PM's going back and forth - it gets annoying not having a chat, but i've found its best just to get the other person on whatever instant messenger you use.
